In my culture usually the son or the daughter take care of the old parents or someone from the same family, if both of the children were at work or out they recommend the charwoman to stay with the old parents and take care of them until the son or daughter come back from the work. Also, the wife of the son take care of the old parents because when she married the son the father of the son become her uncle and the mother become her aunt so there will be like her parents, and vice verse.
In my culture the government pays all dues for elderly people and they offer free medications, free medical beds and a nurse if necessary. That's all free from the government and if the family want anything for their old parents the government helps them immediately. In our culture we respect old people and we estimate them, because they founded the state and they are our ideal.
I think the government should pay for elderly people in the first place or they can cooperate with members from the same family. Equally between the government and the old parents family because the government can't offer for each family a full payment neither the family can.
There are a big differences between my country and UK in taking care and who pays for old people. In my country the family takes care of the old parents and the government arrange everything for the old people from medications until the psychological comfort. On the other hand, In the UK when the child reach 18 years old most of them move out to study in the university and some of them don't come back to see his/her old parents. Also, if the elderly people have a more than 23.500 Pounds in their account they should pay for the nursery monthly 3000 Pounds for their staying and treatment.
